중국 '과학굴기'...칭화대, MIT 꺾고 엔지니어링 분야 세계 최고 대학
미국 대학평가기관 발표
투유유 노벨의학상 수상에 이은 중국 과학계의 또 하나의 쾌거

아주경제 배인선 기자 =중국 최고 명문 칭화대가 세계적으로 유명한 미국 매사추세츠공과대학교(MIT)를 제치고 엔지니어링 분야에서 세계 1위를 차지했다.
미국 대학 평가기관인 ‘US뉴스앤드월드리포트(US News World Report)’는 6일(현지시각) 이 같은 내용이 담긴 대학 순위를 공개했다.
엔지니어링 분야에서 중국 대학들의 약진이 눈에 띄었다.
지난 해까지만 해도 엔지니어링 분야 대학 순위에서 MIT에 이어 2위에 머물렀던 칭화대가 1위로 우뚝 섰다.
이외 중국 저장대(4위), 하얼빈공대(7위) 등 엔지니어링 분야 대학 10위권 순위에 중국 본토 대학이 3곳이나 이름을 올렸다. 홍콩성시대(10위)까지 포함하면 중국 대학은 모두 4곳인 셈이다.
우리나라 한국과학기술원(41위)과 서울대(52위) 2곳만 100위권 순위에 이름을 올린 것과 대조를 이룬다.
화학분야와 재료공학 분야에서는 칭화대가 각각 9위를 차지했다. 상하이 푸단대도 재료공학 분야에서 3위에 이름을 올렸다.
전체 종합순위에서는 베이징대가 41위, 칭화대가 59위, 푸단대가 96위를 차지했다. 우리나라 대학은 단 한 곳도 종합 순위 100위권에 포함되지 못했다.
중국 현지 언론들은 올해 노벨 생리의학상 수상자로 중국 본토 과학자인 투유유(屠呦呦 ) 중국중의학연구원 명예교수가 선정된 데 이은 중국 과학기술계의 또 하나의 쾌거라고 보도했다. 과학기술 선진국으로서 중국의 위상이 주목받고 있는 셈이다.
중국은 일찍이 국가 차원에서 전략적으로 과학 두뇌 육성에 주력해왔다.
1994년부터 우수인재를 100명 키우자는 ‘백인계획’에서 시작된 인재 육성 프로젝트는 2008년 ‘천인계획’, 그리고 2012년 ‘만인계획’으로까지 발전했다.
또 기초과학에서부터 첨단과학 분야까지 국가차원의 장기 과학 프로젝트도 추진해왔다.

Tsinghua ranked world's best in engineering
Tsinghua University overtook the Massachusetts Institute of Technology to become the world's No 1 university for engineering research, according to the newly published 2016 Best Global Universities Rankings by US News and World Report.
US News has been ranking US universities since 1983. The company began publishing global rankings last year, listing the world's top 750 universities overall, as well as by region and country. A school's research influence by academic subject is the benchmark for its rank.
Although Tsinghua University ranked 59th in the global list - compared with MIT's No 2 and Peking University's No 41 - the university exceeded all of its competitors in the field of engineering research.
Tsinghua was No 1 in publications, total citations and the number of publications among the 10 per cent most-cited papers in engineering.

Xu Haiyun, a Tsinghua alumnus and the chief engineer of the China Urban Construction Design and Research Institute, attributed the success to the rapid development of China's infrastructure in recent years, which created the chance for progress in engineering technology.

How U.S. News Calculated the Best Global Universities Subject Rankings
Find out how we determined the top universities in the world by field of study.

In addition to rankings of the world's top 750 universities overall and by region and country, the second annual U.S. News Best Global Universities rankings include an examination of the leaders in key academic subject areas. U.S. News used a separate methodology to publish the top global universities in 22 subject areas; new this year is a subject ranking for arts and humanities. The subject rankings are powered by Thomson Reuters InCitesTM research analytics solutions.
These subject-specific rankings – which are not of academic majors, departments or specific schools at universities, such as business schools or medical schools – are based on academic research performance in those subjects. We have used various bibliometric measures, including publications and citations, as well as indicators for global and regional reputation in that specific subject.
In many cases, an institution that had a strong focus on a certain subject was ranked in that subject but was excluded from the overall Best Global Universities rankings encompassing the top 750 universities worldwide. In total, 45 universities and one country, Georgia, were in the subject rankings but not the overall top 750 rankings.
Ranking Indicators
The bibliometric indicators are based on data from the Web of ScienceTM for the five-year period from 2009 to 2013. The Web of ScienceTM is a Web-based research platform that covers more than 12,000 of the most influential and authoritative scholarly journals worldwide in the sciences, social sciences, and arts and humanities. The 22 subject fields used in the analysis came from subject schema in Thomson Reuters' InCitesTM, which uses the content and citation indicators from the Web of ScienceTM.

The table below shows the number of universities that published more than 250 papers and more than 500 papers from 2009 to 2013 in each subject area; the total number of universities ranked in these subjects; and the number of schools U.S. News published rankings for in each subject area.

서울대마저…세계 대학평가, 100위권 밖으로 밀려나

미국의 유에스뉴스앤드월드리포트가 최근 발표한 세계 대학 순위에서 상위 100위권 안에 든 국내 대학이 한 곳도 없는 것으로 나타났다. 작년 평가에서 국내에서 유일하게 100위 안에 들었던 서울대도 100위 밖으로 밀려났다.
이 신문이 7일 발표한 ‘글로벌 최고대학’ 750곳의 순위에 따르면 서울대가 105위로 국내 대학 중 1위였다. 서울대는 작년 평가에서 72위였다.
200위 안에 든 대학도 서울대를 포함해 KAIST(184위), 포스텍(197위) 등 세 곳에 불과했다. 성균관대(231위) 연세대(260위) 고려대(280위)가 300위 안에 포함됐다. 이번 평가 결과 한국 대학들은 모두 순위가 떨어졌다.

서울대 반도체 석·박사 '반토막'…"중국에 추월 시간문제"

논문 많이 쓰기 어려운 자동차·철강·기계·금속 '찬밥'
연구비 줄고 교수 급감
기계공학 기초과목은 은퇴한 명예교수가 강의
16일 오후 서울대 반도체공동연구소 219호 학생연구실의 자리는 절반 이상이 비어 있었다. 15개 좌석 중 학생들이 자리를 잡은 곳은 4개뿐이었다. 국내 대학 중 가장 큰 ‘팹(Fab·반도체 제조설비)’을 갖춘 이 연구소는 전기전자·재료·물리 등 반도체 관련 전공 대학원생들이 머물며 각종 실습을 하는 공간이다. 1985년 설립 이후 지금까지 석·박사 1500여명을 배출하며 한국의 ‘반도체 신화’를 뒷받침한 산실로 평가받고 있다.
그러나 최근엔 반도체를 전공하는 대학원생이 줄어들면서 어려움을 겪고 있다. 2층 학생연구실 6곳 좌석 53개 중 절반 이상인 31개(58%)가 빈자리였다. 연구소 관계자는 “2010년께만 해도 연구소가 북적북적했지만 지금은 학생이 줄어 눈에 띄게 한산해졌다”고 말했다.
서울대를 비롯한 주요 공과대학에서 반도체·자동차·철강·기계 등 한국 경제를 이끌어 온 주력 산업에 대한 교육·연구기반이 점차 허물어지고 있다. 각종 대학평가와 정부의 연구비 지원이 논문 실적 등을 잣대로 이뤄지면서 바이오·나노 등 첨단 분야보다 논문이 적게 나오는 전통 분야의 연구가 외면받고 있어서다.
○고사 위기 처한 반도체 교육
서울대에서는 반도체 분야 석·박사 배출 실적이 2005년 106명에서 지난해 42명으로 대폭 줄었다. 특히 최근 수년간 반도체 연구를 꿈꾸는 대학원 진학자가 급감하면서 2005년 68명이던 석사학위 취득자가 지난해에는 15명에 그쳤다.
학생 수 감소에는 교수가 줄어든 것이 직접적인 영향을 미쳤다는 분석이다. 황철성 서울대 반도체공동연구소장(재료공학부 교수)은 “현재 서울대에서 직·간접적으로 반도체를 다루는 교수는 모두 합쳐 40여명이지만 실제 반도체가 주 전공인 교수는 20년 전과 비교하면 절반 이상 줄었다”고 설명했다.

지난해 삼성전자 반도체부문과 SK하이닉스가 사상 최대 실적을 내는 등 업계는 호황을 누리고 있지만 정작 인력 공급을 맡은 대학의 반도체 교육은 고사 위기에 처한 것이다. 대학 교육과 졸업생 취업 간 미스매치도 심각하다. 서울대 재료공학부는 교수 43명 중 반도체 전공이 5명(11%)에 불과하지만, 박사 졸업생의 30% 이상은 삼성 등 반도체업계로 진출하고 있다. 인력난에 시달리는 반도체업계가 세부 전공을 불문하고 졸업생을 싹쓸이해 가서다.
황 소장은 “얼마 전 산학연계기업인 ‘칭화유니’가 미국 마이크론을 인수하려고 시도했던 중국의 칭화대는 서울대보다 5배나 큰 팹, 10배가 넘는 학생을 모아 교육에 매진하고 있다”며 “이대로 가다간 중국에 뒤처지는 것은 시간문제”라고 우려했다.
○자동차·철강도 명맥 잇기 어려워
자동차·기계 역시 상황은 크게 다르지 않다. 현대·기아차가 2010년대 들어 글로벌 ‘톱5’에 진입하는 등 성장하고 있지만 대학의 연구실은 거꾸로 점점 자취를 감추고 있다. 민경덕 서울대 차세대자동차연구센터장(기계항공공학부 교수)은 “정부가 연구개발(R&D)을 민간이 알아서 하게 내버려두면서 지방대학부터 연구실이 점점 사라지고 있다”고 설명했다. 이건우 서울대 공대 학장은 “기계공학의 가장 기본이 되는 나사 기어 등 요소설계 등을 가르칠 수 있는 사람이 없어 이미 은퇴한 명예교수에게 강의를 다시 맡기고 있는 실정”이라고 최근의 분위기를 전했다.
한국이 세계 최고 수준의 경쟁력을 갖춘 철강·금속도 대학에서는 관련 전공을 다루는 교수를 찾아보기 힘든 지경이다. 서울대는 20년 전 12명에 달했던 철강·금속 전공 교수가 지금은 5명으로 줄었다.
다른 대학의 상황은 더 심각하다. 현대자동차는 얼마 전 자동차 소재 개발을 위해 지방의 한 명문 공대에 공동연구실 설립을 타진했지만 관련 분야를 전공한 교수가 없어 서울대로 발길을 돌렸다. 학계에서 철강 연구의 명맥이 끊길 수 있다는 위기감에 포스코가 매년 20여명의 철강 전문 교수를 선정해 연구비를 1억원씩 주고 있지만 역부족이라는 얘기도 들린다.

한국이 OECD 10개 국가의 평균을 상회하는 분야가 딱 2개 있는데 바로 사이언스와 테크놀로지죠. 이 두 가지가 앞으로 저런 상대적인 우위를 유지하기 위해선 어떻게 해야 하느냐? 교육제도가 뒷받침 안 되면 안 돼요.
요즈음 이공계 교수들이 한숨을 푹푹 쉬고 있어요. 왜 그러냐? 학생들이 안 와요. 1970년대, 80년대 학교는 말이죠. 전자공학과, 유전공학과, 생물공학과 이런 데로 몰려 그 힘으로 지금 버티고 있는 거예요. 줄기세포? 다 그때 들어갔던 학생들이 버티고 있잖아요. 그런데 지금은 안 와요. 개점휴업은 아니지만 우수한 학생들이 전부 빠져나가요. 전부 어디로 가느냐? 행시나 외시, 사시 아니면 대기업으로 빠져나가요.
