군산시가 19일부터 22일까지 일본 하마마쓰시에서 개최되는 2010년 UCLG ASPAC 총회에 참석해 아태지역 회원도시 등을 대상으로 군산과 새만금 홍보에 발 벗고 나섰다.

4일 일정의 이번 회의는 ‘세계화에 대한 대응’이라는 주제로 다양한 분야의 논의가 이뤄 졌으며 군산시는 김종희 자치행정국장을 비롯한 관계 공무원이 총회에 참가해 기후변화, 현지 자원을 활용한 관광진흥, 경제분야에서의 도시간 협력 등 주제별 회의에 참석했다.

군산시는 각 도시별 홍보 각축전 속에서 군산시를 알리기 위한 특별한 홍보부스를 운영해 눈길을 끌고 있다.

회의 첫날인 19일 하마마쓰 에서는 UCLG ASPAC 회원도시 참가자를 비롯한 800여명이 참석한 가운데 개막식이 개최됐고, 이어 <다문화사회>에 대한 공동 주제로 하마마쓰 시장을 비롯한 기조연설 도시의 발표와 열띤 토론이 이어졌다.

회원 도시별로 20여개 홍보부스가 차려진 가운데 군산시는 새만금과 군산관광, 철새축제 등 10여종의 홍보물과 홍보 동영상 등 새만금 군산 알리기에 총력을 기울였다.

특히 군산시 홍보부스는 개최도시인 하마마쓰시의 전통상품 전시, 2010년 중국 광저우 아시안게임 등 메트로폴리스급 규모의 도시 홍보전에도 불구하고 단연 돋보여 참석자들의 관심이 이어졌다.

군산시 홍보부스를 찾은 피터우드 UCLG ASPAC 사무총장은 군산시의 가입활동 열의에 놀라움과 찬사를 보냈으며, 김종희 자치행정국장은 향후 적극적 회의활동에 대한 강력한 의지를 피력하고 새만금 개발이라는 거대한 프로젝트와 더불어 동북아 중심의 도시 성장에 UCLG 전 세계 회원도시들의 관심과 참여를 당부했다.

또한, 차기 총회(2012년) 개최지인 인도네시아 자카르타 주지사와의 면담에서 <녹색도시 성취 및 관리>라는 주제회의에 군산시가 ‘새만금 개발에 따른 녹색성장’을 주제로 기조연설을 하기로 상호 합의하는 등 차기 총회의 주도적인 참여와 국제도시로서의 도시역량 강화를 위해 발 빠르게 움직였다.

한편 국제적 지방자치단체 연합조직인 UCLG(United City and Local Governments)는 소UN기구라 불릴 만큼 규모와 역량을 지닌 최대 규모의 도시간 국제회의로 현재 1,000여개의 지방자치단체와 관련 기구들로 조직되어 있으며 한국은 군산을 비롯한 24개 도시가 회원으로 가입되어 있다.
