군산시가 지난 21일 일본 하마마쓰시에서 개최된 2010년 UCLG(United Cities and Local Governments∙세계지방정부 및 도시 연합) ASPAC 총회에서 UCLG ASPAC 이사회를 비롯해 UCLG 세계이사회 및 집행부 회원도시로 선출되는 쾌거를 올렸다.
군산시가 국제기구에 세계위원으로 선출되기는 처음 있는 일로 지난해 UCLG 회원도시로 승인된 이후 UCLG 뉴스레터지 홍보활동을 비롯해 UCLG ASPAC집행회의 및 하마마쓰 ASPAC 총회 등지에서 군산시를 알리는 치열한 홍보전과 의욕적인 활동을 펼친 결과다.
오는 11월 16일부터 멕시코시티에서 개최되는 UCLG 세계총회에서 집행부 및 이사회도시로서 승인을 받게 되며, 이로써 군산시는 전 세계에 새만금과 군산시를 알릴 수 있는 절호의 기회를 부여받고 세계적인 도시로 발돋움 할 수 있는 발판을 마련하게 됐다.
특히 UCLG 세계위원 활동을 통해 서울특별시, 대구직할시, 전라남도와 어깨를 나란히 함은 물론 외국의 대도시와도 당당히 어깨를 나란히 하게 됨으로써 선진 도시와의 교류활성화와 글로벌 역량강화에 크게 기여 할 것으로 기대된다.
UCLG는 도시간의 UN기구라 할 수 있는 중요한 국제기구로 앞으로 군산시는 세계위원으로서 회장단 선출권과 예산편성 심의권 등을 갖는 등 큰 영향력을 행사할 수 있게 된다.
또한 세계적으로 국가중심에서 도시중심으로 전환되는 시대에 있어 도시 브랜드가치가 중요시되는 시기에 UCLG세계회의 및 ASPAC회의에 임원도시로서 주도적 참여와 역할이 가능해짐으로써 세계화의 동참 및 도시발전에도 기여할 수 있을 것으로 보인다.
군산시는 앞으로 2012년 인도네시아 자카르타에서 개최되는 UCLG ASPAC 총회에서 새만금 녹색성장을 주제로 기조연설을 할 계획이며 향후 추가적인 국제기구 가입 등을 통해서 국제도시로서의 도시역량 강화에 더 한층 노력할 계획이다.
한편 이번 UCLG 아∙태총회에서는 다문화사회, 기후변화, 관광진흥, 도시간 경제협력방안 등이 논의됐다.
